The Housing Simplification Package: SEFA’s Answer to the Commission Call for Evidence on Housing Supply and Affordability

SEFA is calling for a more delivery-oriented approach to simplification in the housing sector.

Rather than looking at individual regulatory requirements in isolation, simplification should address the full pathway from policy to implemented and financed housing projects. This means reducing duplication, improving alignment between regulation, funding and finance, supporting project aggregation, and standardising the information and documentation needed to move projects forward.

SEFA also recommends introducing a “delivery test” for EU housing-related requirements, ensuring that new policies are designed with implementation in mind from the outset.

This system-level approach is reflected in SEFA’s European Delivery Architecture (EDA), which connects programme design, project aggregation, delivery mechanisms, capital mobilisation and measurable outcomes.
