AIGUASOL is a Barcelona based SME and worker cooperative delivering engineering, consultancy, and applied research to reduce the environmental impact of energy use. Since 1999, we’ve supported companies and public administrations in decarbonising and accelerating the transition to renewable energy.

Our expertise spans urban planning, district heating and cooling (DHC), building design, industrial processes, on-site generation, and energy access. Active in national and international initiatives, we turn ambitious sustainability goals into practical, measurable outcomes.

In DHC, we plan, design, and optimize district networks that integrate renewables, waste heat, and thermal storage. We cover the full lifecycle: strategic roadmaps, techno-economic feasibility, hydraulic and control design, commissioning support, monitoring, and continuous performance improvement. This end-to-end approach aligns assets with demand reduction and smart operation, delivering resilient, cost-effective systems


The Catalonia Institute for Energy Research (IREC) is a public research center ascribed to the Department of Territory, Housing and Ecological Transition of the Generalitat de Catalunya, in which the Department of Research and Universities also participates. IREC is a CERCA center and accredited as a TECNIO center. Created in 2008, it aims to contribute to the sustainable development of society and to increase the competitiveness of industry in the energy sector. The center develops research of excellence in the medium and long term, innovation and the development of new technological products and the dissemination of important knowledge and findings to the general public.


The Barcelona Metropolitan Area (AMB) is the public administration of the metropolitan territory of Barcelona, with an area of 636 km2 and 36 municipalities with a population of over 3.35 million. It is the largest metropolitan agglomeration in the western Mediterranean and generates half of Catalonia's region GDP. The AMB has powers in the areas of social cohesion, territorial and urban planning, mobility, transport, waste management, water supply, environment protection, social housing, infrastructures and economic promotion in the metropolitan territory.

Under the Climate&Energy Plan 2030, the organisation carries out actions to promote a process of transition towards a decentralised energy model based on renewable and sustainable energy with an integrated approach. The organisation has a sound experience in managing and implementing local and European projects in the fields of sustainable development, energy efficiency and economic, social and territorial cohesion, with specific focus on energy transition and fight against fuel poverty.

The supramunicipal vision of AMB is key to the implementation of pilot experiences, with a high potential for replicability among its 36 municipalities, which is conducted through the Metropolitan Board for a New Energy Model, a forum that gathers all the stakeholders of the territory helping to accelerate energy transition all across the metropolitan municipalities.


Strasbourg Eurometropol is a local authority that represents 33 towns with a total population of more than 500,000. It is the legal coordinator of the local energy transition,and has an essential role in both its planning and realisation.

The elected council voted many landmark decisions, including the goal of 100% renewable energy locally by 2050. One of the main vectors for achieving this is by massively growing the DHC infrastructure to maximise the access to local heat and cooling resources, both renewable energies and waste heat from the many local sources.

There are high expectations for the next wave of projects outside of the dense urban centres. There are very high expectations from the elected representatives of the semiurban towns for the local authority to expand its efforts to their areas, and from the local industrial tissue who are keen pursue waste heat recovery

EnergyMentor is an Estonian engineering and consulting company specialised in district heating and cooling (DHC). Established in 2014, EnergyMentor combines academic excellence with practical industry expertise to support sustainable energy transition in Europe. The company provides technical and strategic services — including DHC design optimization, hydraulic and stress analysis, pre-feasibility studies, and DHC equipment supply. EnergyMentor actively participates in EU-funded innovation projects, fostering knowledge exchange and development of next-generation low-temperature networks. Its team collaborates closely with universities, utilities, local authorities, and energy companies to promote data-driven, climate-neutral heating and cooling solutions.
